The State Selection Board was established by the State Government with its headquarters at Bhubaneswar in pursuance of sub-sections (2) & (3) of Section 10 of the Orissa Education Act, 1969 (Orissa Act 15 of 1969), read with Rule 4 of the Orissa Education (Recruitment & Conditions of Service of Teachers & Members of the Staff of the Aided Educational institutions) Rules, 1974. Initially, the functions of the Board which were prescribed under the Rules inter alia included recruitment of candidates for appointment in different categories of teaching posts in Non-Govt. Aided Colleges, aided High Schools & M.E. Schools. Consequent upon separation of the Education and Youth Services Department and creation of separate departments for Secondary and Higher Education, the State Selection Board has been assigned with the task of recruitment of Lecturers in Non-Govt. Aided Colleges of the State. Subsequently, the work of recruitment of non-teaching staff of all State Universities under the Higher Education Department has been assigned to the State Selection Board. Recently, Government have taken a decision that the recruitment of non-teaching staff of Govt. Colleges such as Librarian, Laboratory Attendant-cum-Store Keeper & Physical Education teacher shall also be done by the SSB.
With a view to maintaining the educational standard of the Non-Government Aided Colleges of the State, the SSB has been adopting an effective, transparent, technologically advanced process of recruitment for the selection of quality personnel for them. Further, selection of qualified human resource for the Universities and Govt. Colleges through a responsible procedure has also been another hallmark of the vision of the State Selection Board.
The mission of the State Selection Board, Odisha is to lay down a comprehensive, technology savvy, transparent and foolproof procedure for recruitment of teaching personnel for non-government aided educational colleges of the state on a regular basis so as to maintain a uniform and healthy educational atmosphere in the state. Further, with a view to strengthening the administration of the Universities as well as maintaining their growth and development in their manifold branches, regular recruitment of non-teaching staff is also undertaken by the SSB. In addition, the SSB is also striving hard to recruit the support staff of Government Colleges to supplement their staff position.
